2006 UN Drug Report unintentionally argues against prohibition

The 2006 World Drug Report of the United Nations Office on Drugs and Crime will, no doubt, convince many people that we haven't been diligent enough in prosecuting the war on drugs, that we have to step up our efforts to eradicate illicit drugs, particularly marijuana.

But the report actually confirms that the war on drugs has been a dismal failure, that it has failed to decrease marijuana use and it has placed users in greater danger.

So great is the threat form marijuana, the UN report authors believe, that they included a separate chapter titled - Cannabis - Why we should care, in it's annual report.

The Chapter explains that 162 million people, or four percent of the world's adult population, use cannabis annually and the number of users worldwide has jumped by 10% since the late 90's - a larger increase than for any other drug. Further, the report notes two developments that it thinks should cause policy-makers to rethink their position on cannabis.

First, marijuana potency has "increased dramatically in the last decade in the three countries at the vanguard of cannabis breeding and production technology" - the USA, Canada and the Netherlands. The first development might be a cause of the second, which is that, according to medical evidence, there has been an increase in acute health episodes' related to marijuana use.

Consequently, the report suggests that many countries have been mistaken in making marijuana a low priority for enforcement.

Now let's look at this evidence more closely. Clearly, we can't blame the rise in marijuana use on a laissez faire attitude toward the drug in Canada - which according to a Vancouver city council report, saw cannabis offence rate rise by nearly 80% between 1992 and 2002 - or in the USA, whose tough anti-drug measures need no further comment.

But we can blame the rise in marijuana potency directly to the war on drugs. As the 2002 Senate report, which was ignored by both the current conservative government and the former Liberal one, explained, growers produce the strongest pot possible because it's easier to trade. As more draconian laws were passed and enforcement was stepped up, it became more profitable to transport smaller quantities of potent drugs than larger amounts of milder ones.

The report even admits that "cannabis breeders in North America and Europe have been working to create more potent cannabis," but it seems unaware that this is a direct result of the criminalization of the drug.
Since marijuana use and potency have both increased during the all-out war on drugs, it's abundantly clear that the war on drugs has been a failure. Indeed, the only way to control the purity of the product - and thereby protect the health of the user - is through the regulation of the growth and sale of marijuana. But don't expect the hear that from the UN agency any time soon, because it has been repeatedly bullied by the United States into promoting a prohibitionist ideology towards all recreational drugs.

Regardless of what the agency says, its evidence is clear: The war on marijuana has failed to decrease drug use, and has increased the dangers faced by users.

Well, here we are, off and away on the Journey for Justice!

Yesterday, Monday was eventful to a degree, along with a few frustrations we yet have managed to get on the road and look forward to meet with interested people and events that await us ahead. We had planned to speak from the Legislature and then proceed forward but it seems that we perhaps did not have a favored response from those MLA's we had sent letters of invitation to. Sadly we had to move away and after some time making a visible presence the FreedomTour proceed from a location nearby.

We then proceeded to visit several local Victoria shops and businesses gathering momentum as we depart for the next stop on the way to Vancouver. We intend to be in Vancouver for Canada Day or otherwise Hemp Day - where we intend to meet with similar groups, parties and individual people who are interested in the issues surrounding prohibition.

We are still seeking support and sponsorship as the day approaches to our departure from Victoria. We have timely calls coming in and people to offer ideas, connections and logistics along the route. We are still seeking a supplier of rollerblades and other material support... perhaps a brand skate company would see this as highly opportune and so we are writing letters seeking assistance in this way. Similarly, we have letters going out to various media centers and hemp-based producers and marketers, private citizens and other interested parties.

Our intent is firm and we are looking forward to next Monday. Everyday there are new faces and new connections adding to our strength and commitment. As the day draws near towards our first steps to Ottawa, there are many areas of activity which also draw on our resources. Many people are coming forward to give their assistance and we are hoping that like minded individuals and groups who are interested in supporting our anti-prohibition pilgrimage and will also come foward to join us. Several new supporters have been added to our list on-line and we extend our sincere thanks for their assistance.

Everyday, writing letters and e-mails, speaking by phone seeking interested parties, we sense that we are gathering significant motion. We might be more surprised to see those gathered June 26th with us in Victoria! Our strength is good and focus sharp as we prepare ourselves for the journey physically and mentally.

Liberty, on it's positive side denotes the fulness of individual existence on it's negative side it denotes necessary restraint on all, which is needed to promote the greatest possible omount of liberty for each. - Amos, Science of Law p. 90 Bouvier's Law Dictionary (1914) Rawle's 3rd revision, 1984

The question then becomes, what form does necessary restraint take, and how does one discern it from unnecessary restraint. Some clues can be found within a Canadian Supreme Court decision; Big M Drug Mart Ltd. v. The Queen et al, [1985] 1 S.C.R. 295 at page 84 of [1985] S.C.J. No. 17. Justice Dickson writes;

'Freedom can primarily be characterized by the absence of coercion or restraint. If a person is compelled by the state or the will of another too a course of action or inaction which he would not otherwise have chosen, he is not acting of his own volition and he cannot be said to be truly free. One of the major purposes of the Charter is to protect, within reason, from compulsion or restraint.'
Coercion includes not only such blatant forms of compulsion as directed commands to act or refrain from acting on pain of sanction, coercion includes indirect forms of control which determine or limit alternate courses of conduct available to others. Freedom in a broad sense embraces both the absence of coercion and constraint, and the right to manifest beliefs and practices.'
'Freedom means that, subject to such limitations as are necessary to protect public safety, order, health, or morals or the fundamental rights and freedoms of others, no one is to be forced to act ion a way contrary to his beliefs or his conscience.'

82 days until victoria 17 until 4:20 much to do to get ready. I am feeling more urgency to obtain a laptop, R.V & more seed money. Soon we will be ready to bring on sponsors. The prohibition of drugs is a horrible & blatant crime against free adults. It was done through a fear campagne based on full out lies alone to profit from the control of consumers & to further agendas fueled by bigotry & racism, with criminal disregard for earths future environment & peoples rights.

Today the province newspaper re-hashed the old bullshit story about the high amounts of tar, benzine & touline resin measured by a smoking machine & extrapolated from there that cannabis smokers would be more likely to die of cancer. However the truth is that cannabis also contains anti-carcinogens & has been credited with increasing both the length & quality of numerous cancer sufferers. No doctor has ever signed a death certificate attributing the death to cannabis , it's safety record as a medicine is insanely high, one of the few substances on the planet that is near impossible to die from (with overdose). 1 cigar eaten, a couple dozen potatoes , a few gallons of water, most substances if over ingested will kill. Smugglers of high potency hash that breaks up in their stomachs, dont die. They feel very sick for a while, but do not die. Many substances are dangerous, it's any free persons right to use as desired, or abuse. Politicians are not morally endowed to a point where they can be allowed to enact or enforce laws dealing with moral choices. Even religious leaders generally advise as opposed to demand peoples' choices or doctors who will "not recommend" cannabis in order to stay in good standing with the college of physicians and surgeons. Get paid to recommend drugs with known nasty side effects, including sudden death. While there are no cannabis & humerous side effects like feeling a little euphoric or giddy & sometimes hungry, in extremely rare cases some serious side effects have been reported, primarily when cannabis is eaten. there is no authority other than god who has the right to dictate what to or what not to try (especially plants). Most pharm. drugs are synthetic attempts to mimic (& patent) these "bad drugs" these drugs in nature work by activating cellular mechanisms, these mechanisms are continually being manipulated by similar & identical drugs that are made by our brains & bodies naturally in response to cycles of life etc. We are all on drugs all the time it is the chemistry of biological function. The pursuit of these external drugs is a normal attempt to help life's journey. Public servants have no place in these pursuits exept to assist where reasonably desired. If there are actual consequences due to the abuse of substances. (The consequence) should be the deterrent to abuse.

Feeling pretty pumped today as we constructed the website. Got the logo transfered to disk & made some copies for colouring etc. We will be seeking personal accounts of peoples freedom being attacked. It is the respondibility of the governing body to protect the rights of its people to act, feel, or think in any way that does not result in significant demonstrable harm to others. If a person does harm to themselves in significant continuing ways, it is an issue perhaps for educators & medical health professionals it is not an issue for the criminal jusice system. Parents warn children not to touch the stove's heat, most children still have to find out for themselves & I believe they are the most likely to be independant thinkers. It should not just be an adults right to investigate "the rules" it should perhaps be an obligation. The track record of politicians is far from even good, the majority does not have the right to restrict the liftstyle choices of minorities (unless significant demonstrable harm to others results).

Still working on constructing the website, some snags & delays, still early days sort of, I'm sure the site with involve into something large & cool. Everything to do with web sites & internet is new to me, I've lived a sheltered life in terms of computers, I spent most of my life (until a couple years ago) as primarily a carpernter, with alround construction knowledge & skills . I worked mostly in insurance restoration & finished up as a heritage carpenter. My last project was the restoration of christ church cathedral, I will explain in later submissions how I came to my present project - Freedom Tour. Also why I've dedicated my life to ending prohibition & entrenching individual rights & freedoms by limiting the powers of governing bodies to interfere with peoples lives.

Bob V has provided some excelent info on the nutritional value of hempseed, in regards to brain disorders etc. The removal of hempseed from the north american diet in 1937 (through the U.S marijuana tax act) is what has caused the lack of essential fatty acids in our bodies. Hemp seeds were a large part of our diets & were the main food of livestock in North America which meant the cows, chickens, pigs, eggs, etc were good sources of fatty acids. We're told to eat lots of fish now, but the ratios of essential fatty acids are not correct for humans,this can be detrimental to some important heart functions & the mercury levels in fish are too high. It is extremely important for all of us to consume hemp seeds (the very best source of nutrition for humans on the planet). Thankfully since 2003 we are now "free" to eat hemp seeds. Thats when the U.S DEA lost it's bid to keep hemp seeds out of our diets. They said that someone tested for THC might say it was from hempseeds. If nothing else the DEA is well named. They enforce the use of commercial "good" drugs like alcohol, cigarettes, caffiene, pharmas and they have large presence & influence in Canada along with numerous other U.S "law" enforcement agencies. Drug use should (almost) never be an issue, there are a myriad of "drugs" both in our environment & can be used for a variety of purposes, they are tools & use is by definition positive. "Drug" abuse may be an issue for society. But society's intervention is limited to advise "that which is permitted & desired by a free individual (at some point self-inflicted damage becomes a mental health issue). When public servants act as authorities & impose prohibition of that which is deired by free individuals it serves to increase the use of that which is desired, treat adults like children & many will behave like criminals. Prohibition also greatly increases potential abuse & the supply is met by dangerous people. We lose the profits & taxes, we waste our precious & limited tax dollars & we live with the dangers & damage caused by organized gangs & inflated prices. Politicians & police are not respected & gangsters are glamourized. Where is there any gain to society ?!

Some glitches in getting the site up, should be any day now. The colouring of the Freedom Tour logo has begun. The right people are showing up at the right times. Hopefully we can be able to take sonations soon, as I can see many expenses coming 29 days till 4:20 day, the official media launch. Those who drain paycheques out of public money on the backs of "drug criminals" lay the blame on those caught. They knew the rules, they could have chosen not to break them, there are legal drugs to use. A skytrain cop said, "there's enough legal drugs already, they have to draw the line somewhere. Just use pharmas for meds and alcohol to get high!" (No Thanks !!)

A day of great coversations and connections for the tour, we may become a foundation. Devine committed his support. I'm going to look into being a natural person & I certainly believe in the concept of every human being born with natural rights. The right to think, feel or act (including ingestion) in any way designed, short of causing significant harm to others, harm absent of intent(on criminal negligence) is not a crime! We're goin to have to take this risk & make dramatic changes to our socio economic structures we will need jobs for ex-police, ex-judges, ex-cons etc. We will have to find other uses for some prisons, we will have to decide what to do with so much EXTRA money. But we have to it's not okay to continue the damage. People matter.
